IT HAS BEEN FOUND!!!
While I was in my afternoon class my mom went searching for it. I was going east, it was found upside down on the westbound shoulder of C470. My mom was calling AAA to come take it to my house when a State Trooper came to my mom's assistance. The officer wasnt happy that she was there nor that the liner was there, he helped her get it into the back of our 2010 CR-V and I came home in between classes and put it back in and put the shell back on.
It was a bit beat up
So I duct taped it in many places
It a little warped, lets hope it levels out with heat over time.
Man, I got lucky with this one. Also, the ratchet straps are gone. But thats okay, they are cheap.

You might want to strap the liner down. That's what my Dad does.

Attach it as it was meant to be. I don't want that thing crashing into my vehicle cause of someone's laziness.

It was attached with double sided foam tape and heavy duty glue... in 1994. I'm gonna screw it in with sheet metal screws this weekend.

Good thing. I saw one of those fly out of a truck years ago and it almost caused a major accident.

Ya, Im kinda pissed off at the PO for how he attached it. When it was off I also found rust in the bed that was just spray painted over. Which is the correct thing to do if you grind off the rust first, which he didnt. Its not cancerous just yet, but I may pick up a grinder bit for my drill along with the sheet metal screws this weekend. I have some paint left over from when I painted my grille.
